Pierce County Budget & Finance

The Budget Division of Budget & Finance Department is responsible for the County Budget, Position Control, Grant Accounting, and Subsidiary Ledger Maintenance. County Budget activities include development, implementation, and monitoring of the Pierce County Budget. Position Control manages the authorization process for the creation of new employment positions and filling of existing vacant positions. Grant Accounting relates to all grant contract review and maintenance, accounting, and reporting, including year end reconciliation and creation of the required Schedule 16 Report for the State Auditor. Subsidiary Ledger Maintenance is required for accurate reporting of activities and resources and compliance with BARS.

Distinguished Budget Presentation Award

For the twenty second consecutive year, Pierce County Budget and Finance, Budget Division, received the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) for the County's annual budget document.

The award is the highest form of recognition in governmental budgeting and represents a significant achievement by Budget and Finance Department Director Patrick Kenney, Budget Manager Aaron BeMiller and their co-workers. 'It reflects the commitment of the governing body and staff to meet the highest principles of governmental budgeting,' said Stephen J. Gauthier, GFOA spokesman.

In order to receive the budget award, Pierce County had to satisfy nationally recognized guidelines for effective budget presentation. The guidelines are designed to assess how well the budget serves as a policy document, financial plan, operations guide and communications device.

GFOA award recipients have pioneered efforts to improve the quality of budgeting and serve as examples for other governmental organizations.

Capital Facilities Plan

The Capital Facilities Plan (CFP) details the County's most current understanding of the projected capital improvement needs and financing sources that supports the County's current and future population and economy. The CFP is one of the elements of Pierce County's comprehensive plan that is required by Washington's Growth Management Act (GMA). The CFP is adopted by ordinance as an amendment to the comprehensive plan in the spring of each year. Consequently, the sixth year of the plan is not available when the annual budget is adopted. The CFP does not authorize the expenditure of funds. Rather, the funds for capital projects are appropriated annually in the County's operating budget.
