Mission Statement


The mission of the Surface Water Management Division is to deliver excellent services that reduce flood damage and protect and improve water quality and natural resources for the benefit of our communities.

Surface Water Management Utility Service Charge


Pierce County Planning & Public Works is responsible for surface water management in unincorporated Pierce County. In 1988, the Pierce County Council established the Surface Water Management (SWM) Utility as a division of the Public Works Department.

The County Council established a per parcel service charge dedicated to fund the services SWM provides. The service charge is similar to other charges for services such as sewer and water utilities.
