Transportation Concurrency

Concurrency means that the capacity of the transportation system matches the traffic demand. It is required by the Washington State Growth Management Act (GMA).

The GMA directs certain counties to set and maintain Level of Service Standards for roadways. It also requires that our budget must include plans to fix a Level of Service violation within six years of its occurrence.

The Transportation Concurrency Management System Annual Report details roadway Levels of Service and strategies to address concurrency issues.
