Home Rehabilitation Loan Program
The Home Rehabilitation Program provides low-interest loans of up to $80,000 for low-income homeowners in Pierce County to improve their housing conditions. Loans for disability modifications up to $10,000 are provided at zero interest and are forgiven over seven years.

The program is accepting applications from independent Contractors who want to participate in the owner rehabilitation program. The homeowners receiving the loans will have the choice of contractor provided the selected bids meets all requirements, and is reasonable based on a cost estimate. In order to be approved Contractors must meet the following criteria:
Section 3 Businesses Are One of the Following:
1. Businesses that are 51 percent or more owned by low income Section 3 residents;
2. Businesses whose permanent, full-time employees include persons, at least 30 percent of whom are currently Section 3 low income residents, or within three years of the date of first employment with the firm were Section 3 low income residents; or
3. Businesses that provide evidence of a commitment to subcontract in excess of 25 percent of the dollar amount of all subcontracts to be awarded to businesses that meet the qualifications described above.
4. A Section 3 business application will be included in the application packets. In order to claim Section 3 business status the application must be completed and submitted with the contractor application.

Loan Terms:
- Loans are provided at 1% interest, for a term of 20 years.
- Deferred monthly loan payments for owners that cannot afford a monthly payment.
- Loans for disability modifications may be provided at zero percent interest subject to approval.
Eligible Repairs include:
- ADA and disability modifications;
- Roofing;
- Siding and Exterior Paint;
- Flooring;
- Bath and Kitchen;
- Interior paint;
- Plumbing, Electrical and Heating;
- Well and Septic; and
- Other repairs as deemed to affect the Health and Safety of the owner.
To be eligible applicants must:
- Own the home and property;
- Meet HUD's Income Guidelines;
- Have a title to the home;
- Have occupied the home for at least one year;
- Have homeowner's insurance coverage; and
- Meet credit policy.

Contractors:

- Have an active Contractors license in the State of Washington;
- Have liability insurance up to two million dollars;
- Have a bond meeting the minimum State requirements;
- Have no outstanding claims or judgments; and
- Not be on the federal list of debarred Contractors.
