The Capital Facilities Plan (CFP) details the county's current understanding of the projected capital improvement needs and financing sources that supports the county's current and future population and economy. The CFP is one of the elements of Pierce County's comprehensive plan that is required by Washington's Growth Management Act (GMA).
The CFP is adopted by ordinance as an amendment to the comprehensive plan in the spring of each year. Consequently, the sixth year of the plan is not available when the annual budget is adopted. The CFP does not authorize the expenditure of funds. Rather, the funds for capital projects are appropriated annually in the county's operating budget.
