Continuum of Care (CoC) Board

The Tacoma/Lakewood/Pierce County Continuum of Care (CoC) Board produces and oversees implementation of the CoC's Plan to Address Homelessness. The Board consists of representatives from a variety of sectors, including local government, public housing authorities, schools, health care, law enforcement and faith-based communities. The CoC was established to meet federal Housing and Urban Development (HUD) requirements for funding services and programs to reduce homelessness.

Pierce County Human Services is designated by the Continuum of Care Board as the Collaborative Applicant and the Homeless Management Information System (HMIS) lead. The Continuum of Care Board is not a County entity.  


The Continuum of Care 5-Year Strategic Plan


The Tacoma/Lakewood/Pierce County Continuum of Care (CoC) was established in 1996. Its mission is to carry out the provisions of 24 CFR Part 578, which include:

  1. Promote community-wide commitment to the goal of ending homelessness within Pierce County;
  2. Provide funding for efforts to quickly rehouse homeless individuals (including unaccompanied youth) and families, while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness;
  3. Promote access to and effective utilization of mainstream programs by homeless individuals and families; and
  4. Optimize self-sufficiency among individuals and families experiencing homelessness.

As a CoC, the organization is authorized by the US Housing and Urban Development Department (HUD) to apply for HUD funding and disburse that funding to qualified applicants. HUD requires each CoC to adopt a five-year plan to address homelessness and funding applications consistent with that plan. The plan is intended to be very broad even though HUD only funds certain elements.

The CoC adopted its Five-Year Plan to Address Homelessness in December 2019, and so a new plan is required in 2024. This document represents the proposed 2024 Plan which is currently available for public review and comment.

Once this plan has been amended in response to public comments and adopted, it will be the basis of funding decisions. However, it is intended to be a living document that can be amended as circumstances change. Currently based on 2022 data, it will be monitored over time and amended as needed.

Homeless Housing Program (HHP) Funding

The Homeless Housing Program (HHP) funding is the largest NOFA that Pierce County puts out annually for homeless and housing services. Funding sources are combined from the Emergency Solutions Grant (ESG), Consolidated Homeless Grant, Document Recording Fees, Tacoma Housing Authority, and Anchor Communities Initiative to support varying interventions.
