This document is the Emergency Operations Plan (EOP) for the Pierce County region, based upon a thorough analysis of the threats and hazards that pose the greatest risk. The Comprehensive Emergency Management Plan (CEMP) describes the responsibilities and capabilities of the agencies and organizations in Pierce County working to prevent, protect against, mitigate, respond to, and recover from emergencies and major disasters impacting our communities.

Structure

The Pierce County CEMP uses the “Emergency Support Function EOP Format” from FEMA’s Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans, and is consistent with the May 2019 version of the Washington State CEMP. Emergency Support Functions (ESFs) are groupings of governmental and certain private sector capabilities into an organizational structure that provide the support, resources, and services needed to respond to an incident.
