The City of Tacoma intends to annex the Manitou Area, which comprises approximately 37 acres and is bounded by the City of University Place to the north and the City of Tacoma on the west, south, and east.

County and City staff jointly kicked off pre-annexation activities with a community meeting on May 14, 2018. 

 In fall 2018, Tacoma and Pierce County formally initiated the annexation process on September 4, 2018 (Resolution R2018-97) and October 30, 2018 (Resolution 40150) respectively. On December 10, 2018, another joint community meeting was held to follow up on questions and concerns raised in May. 

Between fall 2018 and fall 2019, the City of Tacoma held many open houses, Planning Commission hearings, and City Council hearings to evaluate the annexation proposal and to develop pre-annexation zoning for the area. In early and mid-2020, the pandemic delayed any further annexation activities. For more information on Tacoma’s efforts, visit their website.

Annexation Status

The Pierce County Council and the Tacoma City Council approved the annexation agreement on December 15, 2021 with the signing of an interlocal agreement (ILA) and memorandum of understanding (MOU). With the ILA and the MOU, the County and the City are committed to completing the annexation and ensuring an effective transition of appropriate governmental services.  

The City of Tacoma must now complete the annexation process by adopting an ordinance to set the annexation effective date and fulfill additional legislative mandates.
