RFP - Comprehensive Plan to End Homelessness

Unified Regional Approach


Everyone in Pierce County should have a home. Unfortunately, homelessness continues to harm many of the residents of Pierce County. To design a system to end homelessness, the Pierce County Council commissioned the creation of a Comprehensive Plan to End Homelessness (Plan). That Plan, adopted by the County Council on March 15th, 2022, set goals and strategies to create a homeless crisis response system sized to meet demand. It also calls for a system designed around the actual needs of the people experiencing homelessness in Pierce County.  

Effective homeless response systems have coordination among all the parts. This coordination allows a successful, region-wide response to homelessness and must include effective leadership, a shared vision, a plan, a balanced governing structure, application of data with a racial and geographic equity lens, and a structure for ongoing effectiveness co-designed by those closest to the pain. 

Recognizing the importance of deep coordination among all the groups working to end homelessness in Pierce County, the Plan recommends developing a Unified Regional Approach. Designing a county-wide approach that works for Pierce County will take research on best practices as well as significant input from a wide variety of stakeholders across Pierce County including people with lived experience of homelessness in Pierce County.  

Pierce County, on behalf of collaborating governments, seeks proposals from qualified consultants to lead a research and community engagement effort to develop Unified Regional Approach options to coordinate the homeless crisis response system. This is a 7-month opportunity and Pierce County has made up to $100,000 in funds available for this project.
