Notice of Funding Availability for Homeless Housing Programs

Pierce County Human Services is announcing a notice of funding availability for homeless housing programs. The Community Services division is soliciting applications from qualified organizations to support shelter, outreach and permanent housing assistance to homeless households in Pierce County.

The County estimates total funding of approximately $5.6M will be available for a 12-month period running July 1, 2023 - June 30, 2024, but additional funds may become available during this time. Funding for this grant, collectively known as the Homeless Housing Program (HHP) funds, supports an integrated system of housing assistance that quickly re-houses households experiencing homelessness and may include one or more of the following:

  • Document Recording Fee (DRF)
  • State Consolidated Homeless Grant (CHG)
  • Emergency Solutions Grant (ESG)
  • State Emergency Solutions Grant (ESG-State)
  • Tacoma Housing Authority (THA) Grant

This HHP funding opportunity is the single largest solicitation for organizations providing services for households experiencing homelessness in the county and is Pierce County’s opportunity to strategically fund the necessary interventions to address and end homelessness for households in the community. With this solicitation, the County seeks to attract and fund a range of program interventions that comprise several parts of the Homeless Crisis Response System (HCRS), including Street Outreach, Emergency Shelter, Transitional Housing, Rapid Re-Housing, and Permanent Supportive Housing. This effort is in direct support of the Comprehensive Plan to End Homelessness, specifically goals 5 (meet immediate needs of people experiencing homelessness) and 6 (expand the permanent housing system to meet the need).

The goal of this NOFA is to fund interventions that continue to support a Homeless Crisis Response System (HCRS) in which the experience of homelessness is rare, brief, and one-time.
