Comprehensive Plan to End Homelessness Updates

$4M available to support homeless housing assistance

Pierce County Human Services, as a collaborative applicant for the Tacoma/Lakewood/Pierce County Continuum of Care (CoC), is announcing a Notice of funding Available (NOFA) for an estimated $4 million to support homeless housing services. Applications will be submitted to the U.S. Department of Housing and Urban Development (HUD) for the CoC Program Competition and Renewal and Replacement of Youth Homeless Demonstration Program Grants.

Responding to the homelessness crisis, the CoC has invested in partners that focus on getting people back into housing quickly. Together, the CoC and its partners collaborate to create a suite of housing and service resources. The Homeless Crisis Response System, that takes a Housing First approach, is more coordinated and client-centered, and uses emerging best practices with the following components:

  • Coordinated Entry - The Coordinated Pathway to Housing;
  • Mobile Street Outreach;
  • Short-Term Problem Solving and Diversion;
  • Emergency Shelter;
  • Transitional Housing for Targeted Populations; and
  • Permanent Housing.

Eligible organizations must have experience with assisting homeless individuals and families and/or those at risk of becoming homeless. The priority of this funding opportunity is to fund permanent housing interventions that support a Homeless Crisis Response System in which the experience of homelessness is rare, brief and non-occurring in Pierce County.

The initial contract period is anticipated to be for 12 months, but the actual schedule will be negotiated with the selected organization(s) based on the finalized scope of work, funding and services being purchased. Interested parties must apply online before 2 p.m. on Monday, August 28.
