1. Why do I need an excise tax affidavit?: Every document recorded in Washington that conveys fee interest in real property, whether taxable or not, requires a fully completed excise tax affidavit pursuant RCW 82.45 and WAC 458-61A-303 (2). (Collateral deeds and easements given without consideration are stamped “Exempt” and do not require an excise tax affidavit).

2. Who is responsible for paying the excise tax?: Excise is a seller’s tax per WAC 458-61A-301(1)(b)

3. How do I calculate excise tax?: The rate of tax in Pierce County varies by location, so the property’s tax parcel number is used to calculate tax due. You can use the excise tax calculator or call us for a calculation of tax. You can view the rate sheet by municipality. Tax must be paid by check or in cash. Excise Tax Calculator

4. How do I create a deed?: You purchase a blank deed form from an office supply store, or possibly from an internet site. The deed must have a minimum of one inch margins on each side of every page, and a three inch margin on the top of page one. The deed must be fully completed, signed by the grantor(s) in front of a notary. (We do not have a notary in our office.) If you aren't able to prepare your deed, only an attorney can assist you.

6. How do I complete an excise tax affidavit?: All three excise tax forms are available in our office and on our website.

7. What do I do when I sell my mobile home?: The seller of a used, non moving mobile home must pay excise tax within one month of the sale; a mobile home affidavit is required, which must be signed by both seller and buyer; or an agent of each. Before excise can be collected, personal property taxes must be paid in full for the current year if the mobile is sold, and must be paid current if it is not a sale (gift, inheritance, etc.) Both must be paid before the title can be transferred.

8. Where do I get the excise form and how do I complete it?: All three excise tax forms are available in our office and on our webpage.

9. Why do I need an additional form for the gift exemption?: The Supplemental Statement is required for certain types of transactions, both taxable and non-taxable.
